MATTERS UNDER RULE-377: Need To Enhance The Subsidy On High Speed ... on 8 December, 2010

Title : Need to enhance the subsidy on High Speed Diesel for fishermen in Lakshadweep.

SHRI HAMDULLAH SAYEED (LAKSHADWEEP):         I would like to draw the attention of the Government that fishery is the main source of the livlihood of the inhabitants of the Lakshadweep islands. Other job opportunities for educated youths are only available under Government Sector, which are few and due to geographic isolation and access to the mainland, there are no private sector establishments in Lakshdweep. Therfore, , 60% of the educated unemployed youths are turning to fishing. For fishing, they have to approach the Fisheries Department for High Speed Diesel oil which is being supplied to them on a higher rate than the rate at mainland and allowing a subsidy of thirty paisa per litre. This subsidy rate was fixed in 1970s when the selling prize of one litre of HSD oil was Rs. 2.70, but now the selling price is Rs. 40/-per litre. I, therefore, request and urge the Government to revise the subsidy on HSD oil immediately to ensure that the local people can explore the fisheries sector.

MATTERS UNDER RULE-377: Need To Depute A Team Of Experts To Study The ... on 29 November, 2010

Title : Need to depute a team of experts to study the causes of sea erosion in Minicoy Island and all the other Islands in Lakshadweep and to suggest remedial measures for the same.

SHRI HAMDULLAH SAYEED (LAKSHADWEEP):         I would like to draw the attention of the Government towards severe Sea Erosion continuing in Minicoy Island of Lakshadweep. The land has been washed away creating a large beach as wide as 42 metres at the Northern part of Minicoy Island separating 163 metres of land at the extreme end of the island. It created panic among the people working on the new eastern embarkation jetty. Due to powerful waves, the entire jetty was flooded with sea water which flowed up to the passenger hall. The people had to run for safety. Keeping in view the severe erosion, an immediate action is required to send an expert team to study the impact and to suggest suitable remedial measures for reclaiming and protecting the fragile land and for the safety of the inhabitants of the Minicoy Island and other islands including Androth, Kavaratti, Agatti, Kalpeni, Ameni, Kadmath, Kiltan, Chethlath and Bitra.

MATTERS UNDER RULE-377: Need To Trace Missing Ships M.V. Rezzak, M. V. ... on 19 August, 2010

Title: Need to trace missing ships M.V. Rezzak, M. V. Jupiter 6 and M.T. Fantasy-I with seamen from Minicoy Islands aboard-laid.

SHRI HAMDULLAH SAYEED (LAKSHADWEEP): I would like to draw the kind attention of the Government towards a Cargo ship M.V. Rezzak carrying steel billets from Russia to Turkey alongwith 25 Indian crew aboard missing since 18 February, 2008.  This ship belonged to the mini island of Minicoy.  Two years back also, a ship named M.V. JUPITER 6 also went missing with 4 Minicoy seamen among others on board.  During the month of 2009 another ship named M.T. FANTASY I  was also reported missing on board with seamen from Minicoy.  There is feeling among the islanders that because of its remoteness and smallness these tragedies have failed to evoke the sympathy, response and reaction from the authority. There has been no effective search conducted for the missing ships and no hectic operations conducted through the diplomatic channels.  There has been no action to compensate the bereaving families.

          I would request the Central Government to dispel this impression of the islanders and respond positively by taking immediate action for a proper search and rescue operation by the Turkish and Russian Coast Guard using the International diplomatic channels.  It should also be ascertained as to how a ship could sink without transmitting distress signal and without any debris being found and how the ships manned by crew recruited by the same agency viz.  CMR Shipping Management Mumbai went missing and what was the role of shipping agency and whether there is an involvement of international mafia in the missing of ships for claiming huge insurance money or it is an act of Pirates. I would request the Central Government to take immediate action to announce an interim compensation of Rs. 10 Lakhs to the families of each of the seamen as they were all very young, married and sole bread-earners of their families.

SPECIAL MENTION: Need To Restore Flights Between Lakshadweep And ... on 13 August, 2010

Title: Need to restore flights between Lakshadweep and Kerala.

SHRI HAMDULLAH SAYEED (LAKSHADWEEP):         Respected Madam, I would like to draw the attention of the House to the discontinuation of  Air India flight which flies between Lakshadweep and Kerala.  It has caused a great inconvenience to the local islanders.  This flight service to Lakshadweep was started way back in 1987. Since then, it has been 23 years of the inception of the erstwhile Indian Airlines service between Kerala and Lakshadweep.  But it has now been discontinued.  When enquired from the competent authority, they said that Air India has incurred a loss of Rs.4000 crore.  But the loss that has been incurred by Air India in Lakshadweep-Kerala sector is hardly Rs.7 crore which is not even one per cent of the total losses that have been incurred by Air India.  The flight between Lakshadweep and Kerala  which has been provided by Air India was only a 16-seater beach craft. It can accommodate only 16 passengers at a time.  But in the case of a private airline, the Kingfisher Airlines which is flying in the same sector, it  has a craft with carrying capacity of 72 passengers at a time.  When Kingfisher Airlines which is a private airlines even after incurring losses has not discontinued or stopped the flight, I fail to understand why on earth the Air India which is the sole national carrier has discontinued and stopped the flight service in this sector.  Not only that, Lakshadweep has been granted the status of Scheduled Tribe under Schedule V of the Constitution on account of its geographical isolation from the mainland. 

          Therefore, I would request that taking all these circumstances into account, the Government should immediately re-start the flight service between Lakshadweep and Kerala.

ജൂണ് 6ന് നടക്കുന്ന അപൂര്വ്വ പ്രാപഞ്ചിക പ്രതിഭാസമായ ശുക്രസംതരണം വീക്ഷിക്കാന് ദ്വീപിലെമ്പാടും വിപുലമായ പരിപാടികള് ലക്ഷദ്വീപ് ശാസ്ത്രസാങ്കേതിക വകുപ്പ് സംഘടിപ്പിക്കുന്നു. ഇനി ശുക്രസംതരണം നടക്കുന്നത് 2117ല്‍ മാത്രമാണ് എന്നതിനാല്‍ ഇനിയൊരിക്കല്കൂംടി ഈ പ്രതിഭാസം കാണാന്‍ ഇപ്പോള്‍ ജീവിച്ചിരിക്കുന്ന ആര്ക്കും  സാധിക്കില്ല. സൂര്യമണ്ഡലത്തിലുന് മുകളിലൂടെ ഒരു കറുത്ത പൊട്ടുപോലെ ശുക്രന്‍ കടന്നുപോകുന്നത് ശാസ്ത്രലോകത്തെ സംബന്ധിച്ചിടത്തോളം അതീവ പ്രാധാന്യമുള്ള വേളയാണ്. 1761ലും 1769ലും നടന്ന ശുക്രസംതരണ സമയത്ത് ശേഖരിച്ച ഡാറ്റ ഉപയോഗിച്ച് കണക്കുകൂട്ടിയണ് ഭൂമിയില്നിതന്ന് സൂര്യനിലേക്കുള്ള ദൂരം ആദ്യമായി കൃത്യതയോടെ കണക്കാക്കിയത് എന്നത് ഇതിന്റെ പ്രാധാന്യം വ്യക്തമാക്കുന്നു.

ഇന്ത്യയില്‍ സൂര്യോദയം മുതല്‍  രാവിലെ 10 മണിവരെ ഈ പ്രതിഭാസം ദൃശ്യമാണ്. തെളിഞ്ഞ അകാശമാണെങ്കില്‍ മാത്രമേ ഇത് ദൃശ്യമാകൂ. സണ്ഫിമല്റ്റകറുകളോ മറ്റ് സുരക്ഷിത നിരീക്ഷണ മാര്ഗ്ഗ ങ്ങളോ ഉപയോഗിച്ച് മത്രമേ ഈ പ്രതിഭാസം വീക്ഷിക്കാവു.  ബ്ലാക്‌പോളിമര്‍ ഉപയോഗിച്ച് നിര്മ്മി ച്ചതും ഏറ്റവും സുരക്ഷിതവുമായ സണ്ഫി്ല്റ്റിറുകള്‍ ഈ പ്രതിഭാസം വീക്ഷിക്കുവാനായി ലക്ഷദ്വീപ് ശാസ്ത്രസാങ്കേതിക വകുപ്പ് ഒരുക്കിയിട്ടുണ്ട്. ശാസ്ത്രസാങ്കേതിക വകുപ്പ് വിദ്യാഭ്യാസ സ്ഥാപനങ്ങള്ക്കും  ഈ പ്രതിഭാസം വീക്ഷിക്കുന്നതിനാവശ്യമായ സഹായങ്ങള്‍ നല്‍കി.

Title: Need to take adequate security measures to check the presence of Somalian pirates near Minicoy islands in Arabian sea.

SHRI HAMDULLAH SAYEED (LAKSHADWEEP): I would like to draw the kind attention of Government towards the presence of Somalian pirates in the Arabian Sea. Minicoy island of Lakshadweep is hardly 53 nautical miles from Maldives. It is an international boundary and strategically very crucial for our country.

On 3 May 2010, 3 Somalian nationals in a boat were caught in Minicoy Island by Lakshadweep Local Police on alarm raised by the locals and after information was passed to the Lakshadweep Police, 8 more Somalian Nationals in a mother vessel were caught by the Indian Coast Guard about 100 Nautical miles away from the coast of Kavaratti. The people in this far flung island are terrified. I Request the Government to take stern action to check any untoward incident in the form of terrorism or sea piracy.

Title: Need to ensure adequate supply of wheat in Lakshadweep.

SHRI HAMDULLAH SAYEED (LAKSHADWEEP): I represent the Lakshadweep Parliamentary constituency which is socially & economically backward. It is also geographically isolated from the mainland. In my constituency there is lack of wheat supply in all the islands. Wheat is not grown there. It is transported from the mainland. Totally 250 mt of wheat will be sufficient for consumption of the islanders. Hence, I request the Union Government to ensure the supply of 250 MT of wheat to the poor scheduled tribe islanders.

SPECIAL MENTION: Need To Appoint Regular Teachers In Government ... on 10 August, 2010

Title: Need to appoint regular teachers in Government Schools of Lakshadweep.

SHRI HAMDULLAH SAYEED (LAKSHADWEEP):             Respected Deputy-Speaker, Sir, I would like to draw the attention of the House to the fact that on the 19th of July 2010 in Lakshadweep Islands, in the northern group of Kiltan island some students were protesting in the premises of Government High School Kiltan for appointment of regular teachers. The students were opposing the apathetic attitude towards the students. They were concerned about their future. The Lakshadweep Administration was very apathetic and was not giving much attention to the students. There was firing on the students who were unarmed. The firing was ordered by the Sub-Divisional Officer. I would urge the Government to intervene in the matter and ensure that regular teachers are appointed in the Government High School. I would also request the Government to fix the responsibility against the officer who ordered firing without application of mind on the unarmed students.

റെജു രക്ഷിച്ച കപ്പല് – (ലക്ഷദ്വീപ് യാത്ര )

ഞങ്ങള് പ്രതീക്ഷിച്ചപോലെ തന്നെ അല്പ സമയത്തിനകം തന്നെ സൂര്യന് അന്നത്തെ കച്ചവടം നിര്ത്താനുള്ള സിഗ്നല് കാണിച്ചു തുടങ്ങി.സൂര്യാസ്തമയം പലരും കണ്ടിരുന്നെങ്കിലും അതെല്ലാം കരയില് വച്ചായിരുന്നു.സൂര്യന് കടലില് താഴ്ന്നാല് കടലില് വരുന്ന മാറ്റങ്ങള് ഞങ്ങളാരും അനുഭവിച്ചിരുന്നില്ല.

പകലോന്റെ അന്ത്യം ക്യാമറയില് പകര്ത്താന് ഡെക്കില് വന് തിരക്കായിരുന്നു.കപ്പലും സൂര്യന് വീഴുന്ന അതേ സ്ഥാനത്തേക്കാണ് പോകുന്നത് എന്ന് ആദ്യം വിളിച്ചു പറഞ്ഞത് റെജു തന്നെയായിരുന്നു.ക്യാപ്റ്റന്റെ റൂമില് നിന്ന് ഒരാള് ബൈനോക്കുലര് വച്ച് നോക്കുന്നതും ആദ്യം കണ്ടത് റെജു ആയിരുന്നു.

“ഇത്രേം വലിയൊരു സാധനത്തെ ഇനിയും ബൈനോക്കുലര് വച്ച് നോക്കുന്നോ?” റെജു ചോദിച്ചു.

“കപ്പല് അങ്ങോട്ട് പോയാല് പ്രശ്നമാകും.ദേ എല്ലാവരും ഈ ലിവറൊന്ന് പിടിച്ച് തള്ളൂ...” ഏതോ ഒരു ലിവര് കാണിച്ച് റെജു പറഞ്ഞു.ആ ലിവര് തള്ളിയത് കാരണം കപ്പല് ദിശ മാറി വെള്ളത്തില് വീണ സൂര്യനുമായി കൂട്ടി ഇടിച്ചില്ല എന്ന് റെജു വയനാട്ടില് ഇപ്പോഴും വീമ്പടിക്കുന്നു.പാവം ആദിവാസികള് മൂക്കത്ത് വിരല് വച്ച് അവരുടെ പഴശ്ശിയുടെ വീരഗാഥകളേക്കാളും വലിയത് കേട്ടുകൊണ്ടേ ഇരിക്കുന്നു!

ഡെക്കില് ഇരുട്ട് വ്യാപിച്ചതോടെ ‘ജോഡി’കളുടെ പ്രളയവും തുടങ്ങി.ആന്റണിയെ പല സ്ഥലത്തും നിര്ത്തി റെജു മാക്സിമം ശ്രമിച്ചെങ്കിലും ഒരു ‘രംഗ‘വും ക്യാമറയില് ക്ലിയറായി പതിഞ്ഞില്ല.ഇതിനിടെ ഞാന് ജമാലിനെ വിളിച്ചു.യാത്ര സുഖകരമായി ആരംഭിച്ച വിവരവും പലരേയും പരിചയപ്പെട്ടതും അറിയിച്ചു.
“സീ അല്പം റഫ്ഫാണ്...” ജമാല് പറഞ്ഞപ്പോള് ഉള്ളൊന്ന് കാളി.‘നടുക്കടലില് എത്തിയപ്പോഴാണോ പഹയാ ഇത് പറയുന്നത്‘ എന്ന് ചോദിക്കാന് തോന്നിയെങ്കിലും ചോദിച്ചില്ല.പകരം ആ ‘സന്തോഷ വാര്ത്ത’ എന്റെ എല്ലാ സുഹൃത്തുക്കള്ക്കും പകര്ന്നു കൊടുത്തു.എല്ലാവരും മൌനമായി ആ പാട്ടു പാടി  “ഖല്ബിലെ തീ ....ഖല്ബിലെ തീ ....“.അബൂബക്കര് മാഷ് ഏതോ തങ്ങള്മാരെ വിളിക്കുന്നുണ്ടോ എന്ന് എനിക്ക് സംശയമായി.

എട്ടു മണിയോടെ കപ്പലിനകത്തെ മൈക്ക് ഓണ് ആകുന്നതിന്റെ പൊട്ടലും ചീറ്റലും കേട്ടു.

“യാത്രക്കാരുടെ ശ്രദ്ധക്ക്....”

“ങേ!!” കടല് റഫ്ഫാണെന്ന വിവരം അറിഞ്ഞതിന് പിന്നാലെയുള്ള അറിയിപ്പ് എന്തായിരിക്കുമെന്ന ഊഹത്തില് സലീം മാഷ് ഞെട്ടി.അബൂബക്കര് മാഷ് കണ്ണ് പൂട്ടി.ഹരിദാസന് മാഷ് ചെവി പൊത്തി.ഹേമചന്ദ്രന് സാര് മൂളീപ്പാടി.രാജേന്ദ്രന് മാഷ് പെട്ടി പൂട്ടി.ഹരിമാഷ് നാരായണ ജപം തുടങ്ങി.

“യാത്രക്കാരുടെ ശ്രദ്ധക്ക്....ഭക്ഷണം തയ്യാറായിട്ടുണ്ട്...”

“ഹാവൂ...” ശ്വാസമടക്കിപ്പിടിച്ചിരുന്ന എല്ലാവരും കൂടി ദീര്ഘശ്വാസം വിട്ടപ്പോള് കപ്പലൊന്നുലഞ്ഞു.വകഞ്ഞുമാറ്റപ്പെടുന്ന വെള്ളം സൈഡ് ഗ്ലാസ്സിലൂടെ ഭീതിദമായ കാഴ്ചയായി തുടര്ന്നു.അവസാന അത്താഴവും കഴിച്ച് എല്ലാവരും സ്വന്തം സ്വന്തം അറകളിലേക്ക് കയറിക്കൂടി.ദൈവം എനിക്ക് തന്ന ഏറ്റവും നല്ല അനുഗ്രഹം, ഉലക്കയിലാണെങ്കിലും കിടന്നാല് ഉറങ്ങുക അന്നും മുടങ്ങാതെ ലഭിച്ചു .

പിറ്റേ ദിവസം രാവിലെത്തന്നെ എല്ലാവരും എണീറ്റു.പടിഞ്ഞാറ് വീണ സൂര്യന് കിഴക്ക് പൊങ്ങുന്ന കാഴ്ച കാണാനായി എല്ലാവരും വീണ്ടും ഡെക്കിലേക്ക് തിരിച്ചു.കുറേ നേരം കാത്ത് നിന്നിട്ടും സൂര്യന് പൊങ്ങാത്തതിനാല് ശിവദാസന് മാഷുടേയും സതീശന് മാഷുടേയും രക്തം തിളച്ചു.മുമ്പില് ഒരു ചെങ്കൊടി നിവര്ത്തി അവര് രക്തസാക്ഷികള് സിന്ദാബാദ് വിളിച്ചു  എന്നും കടലില് രക്തസാക്ഷ്യം വഹിക്കുന്ന സൂര്യന് വേണ്ടി.അതിനിടെ അബൂബക്കര് മാഷുടെ തലയില് നിന്നും പുക ഉയരാന് തുടങ്ങി.

“നമുക്ക് കപ്പിത്താന്റെ അടുത്ത് കയറി നോക്കാം...”
“സൂര്യന് ഉദിക്കാത്തത് അറിയാനോ?”
“അല്ല , ഇത്രേം വലിയ കപ്പലിന്റെ സ്റ്റിയറിംഗ് ഒന്ന് കാണാന്...”
“ആ...അത് കാണേണ്ടത് തന്നെ....”

ഞാനും സംഘവും സൂര്യന് ഉദിക്കാത്തതില് പ്രതിഷേധിച്ച് കപ്പിത്താനെ ഘൊരാവൊ ചെയ്യാന് ക്യാപ്റ്റന് റൂമിലേക്ക് കയറി.അവിടെ ഒരു ബര്മുഡയും ഇട്ട് ഒരു വില്സും പുകച്ച് ഒരാള് അങ്ങോട്ടുമിങ്ങോട്ടും നടക്കുന്നുണ്ടായിരുന്നു.

“ഇതിന്റെ ഡെയ്വര് എവിടെ ?” കയറിയ പാടെ അബൂബക്കര് മാഷ് ചോദിച്ചു.
“യെസ്...അയാം ക്യാപ്റ്റന് ശിവശങ്കര്...”

“അപ്പോ വണ്ടി ഓടിത്തൊടങ്ങ്യാ പിന്നെ വെറുതെ ഉലത്ത്യാല് മതി അല്ലേ?” മനസ്സില് തോന്നിയത് അബൂബക്കര് മാഷ് മറച്ചു വച്ചില്ല.

“സാര്...വീ ആര് ഫ്രം കാലികറ്റ് ഗവ: എഞ്ചിനീയരിംഗ് കോളേജ്...” ഞാന് ക്യാപ്റ്റന്റെ അടുത്തെത്തി സംസാരം തുടങ്ങി.

“ഓ...സ്റ്റഡിയിംഗ് ഫോര്...?”

‘ഇയാളേത് കോപ്പിലെ കപ്പിത്താനാ? ഇത്രേം നരച്ച ഹരിമാഷേയും ഇത്രേം കഷണ്ടിയുള്ള എന്നേയും കണ്ടിട്ട് സ്റ്റഡിയിംഗ് ഫോര് ചോദിക്കാന് ഞമ്മളെന്താ സന്തൂര് സോപ്പാണോ തേക്കുന്നത് ?’ എന്ന് ചോദിക്കാന് ഒരു നിമിഷം തോന്നിപ്പോയി.

“വീ ആര് എമ്പ്ലോയീസ്...”

“ഓ....എങ്കില് മലയാളത്തില് പറഞ്ഞോളൂ...” ഞങ്ങളുടെ ഇംഗ്ലീഷിന്റെ സാധ്യതയും അതുണ്ടാക്കിയേക്കാവുന്ന ബാധ്യതയും മുങ്കൂട്ടി കണ്ട് ക്യാപ്റ്റന് പറഞ്ഞു.ഞങ്ങള് പന്ത്രണ്ട് പേരും കൂടി പൊക്കി എടുത്ത് കടലിലേക്കെറിയുമോ എന്ന പേടി കാരണമാണോ എന്നറിയില്ല ഞങ്ങളുടെ എല്ലാ പൊട്ട ചോദ്യങ്ങള്ക്കും കപ്പിത്താന് മണി മണിയായി ഉത്തരം പറഞ്ഞു.

ക്യാപ്റ്റന്റെ സീറ്റില് ഒന്ന് ഇരുന്ന് നോക്കാന് റെജുവിന് വല്ലാതെ മുട്ടുന്നു എന്ന് അവന്റെ നോട്ടത്തില് നിന്ന് എനിക്ക് മനസ്സിലായി.സമ്മതം കിട്ടിയാല് പന്ത്രണ്ട് പേരും തല്ല്ലിക്കയറി അത് ഒടിച്ച് കയ്യില് കൊടുക്കും എന്നതിനാല് ഞാന് മൌനം പാലിച്ചു.

“ഫസ്റ്റ് ക്ലാസ്സോ, സെക്കന്റ് ക്ലാസ്സോ ?” കപ്പലിന്റെ ഉള്ളില് കയറിയ ഉടനെ ഒരു കപ്പല് ജീവനക്കാരന്റെ ഗമണ്ടന് ചോദ്യം വന്നു.

“തേഡ് ക്ലാസ്സായിരുന്നു...” ഹരിമാഷ് ഭവ്യതയോടെ പറഞ്ഞു.

“തേഡ് ക്ലാസ്സോ ?”

“അതേ...എസ്.എസ്.എല്.സി ക്ക് അതെന്നെ കിട്ടാനുള്ള കഷ്ടപ്പാട് ഞങ്ങള്ക്കല്ലേ അറിയൂ , അല്ലേ ശിവദാസന് മാഷേ?” ശിവദാസന് മാഷെ നോക്കി ഹരിമാഷ് പറഞ്ഞു.

“ഓ...ആ ക്ലാസ്സല്ല....ടിക്കറ്റിന്റെ ക്ലാസ്സാ ചോദിച്ചത്..” ഒരു ചിരിയോടെ ഉദ്യോഗസ്തന് മൊഴിഞ്ഞു.

“ബാങ്ക് ക്ലാസ്സ്...” ഏറ്റവും പിറകില് നിന്ന് ആന്റണി വിളിച്ചു പറഞ്ഞു.

“ബാങ്ക് ക്ലാസ്സ് അല്ല...ബങ്ക് ക്ലാസ്സ്...ദേ താഴേക്ക് ഇറങ്ങിക്കോളൂ...” ഗ്വാണ്ടനാമോയിലേക്ക് എന്ന് തോന്നിക്കുന്ന ഒരു കോണി കാണിച്ച് കൊണ്ട് ജീവനക്കാരന് പറഞ്ഞു.

“ങേ!വെള്ളത്തിനടിയിലാണോ നമ്മുടെ ക്ലാസ്സ്?” അള മുട്ടിയാല് ചേരയും എന്നപോലെ രാജേന്ദ്രന് മാഷ് വാ തുറന്നു.

“പണ്ട് ആരാണ്ടോ കന്നാലി ക്ലാസ്സ് എന്ന് പറഞ്ഞിരുന്നല്ലോ...അതെന്നെ...” എന്നോ കേട്ടത് ജയേഷ് ഇപ്പോള് മനസ്സിലാക്കി.

“ആരോ അല്ല പറഞ്ഞത്...സസി...ഞങ്ങടെ സസി തിരൂര് ....എന്നിട്ട് സസി ഇപ്പം ആരായി?” തിരുവോന്തരംകാരന് റെജുവിന്റെ ജനാധിപത്യബോധം പെട്ടെന്നുണര്ന്നു.

“ഇവിടെ എല്.ഡി.സി ക്കും യൂണിഫോം ഉണ്ട്...” കപ്പലില് എല്.ഡി.സി എന്നെഴുതിയ ഓറഞ്ച് വേഷധാരികളെ കണ്ട അബൂബക്കര് മാഷ് തന്റെ ആദ്യ നിരീക്ഷണഫലം പുറത്ത് വിട്ടു.

“മാഷേ ആ എല്.ഡി.സി വേറെ, നമ്മുടെ എല്.ഡി.സി വേറെ.ഇത് ലക്ഷദ്വീപ് ഡെവലപ്പ്മെന്റ് കോര്പറേഷന് എന്ന എല്.ഡി.സി...” കപ്പലില് നിന്ന് തന്നെ ആരോ തിരുത്തിക്കൊടുത്തു.

സൂറ കപ്പലില് പോയ പോലെ എന്ന് നാട്ടില് ആരും പറയാതിരിക്കാന് ഞങ്ങള് കപ്പലിനകത്തെ ഓരോ സംഗതികളും സസൂക്ഷ്മം നിരീക്ഷിച്ചു.ഇരിക്കാന് സീറ്റുകള് ഇല്ലെങ്കിലും കിടക്കാന് ബര്ത്തുകള് ഉണ്ടായിരുന്നു.എല്ലാം കര്ട്ടന് ഇട്ട് മറച്ച നിലയിലും.

“ശരിക്കും മണിയറ പോലെ...ഇത്രയും സൌകര്യമുണ്ടെന്നറിഞ്ഞിരുന്നെങ്കില് പെണ്ണുങ്ങളേയും കൂട്ടാമായിരുന്നു..” ആദ്യം കണ്ട ബര്ത്തിലേക്ക് ചാടിക്കയറി ഹരിദാസന് മാഷ് തട്ടിവിട്ടു.

പെട്ടെന്നാണ് തലേ ദിവസം കട്ടായ എന്റെ ‘ലണ്ടന്കാള്’ എത്തിയത്.കപ്പലില് ആയതിനാല് ഞാന് അത് ‘അറ്റന്റ്’ ചെയ്യാതെ വിട്ടെങ്കിലും ‘മിസ് കാള്‘ വന്നു കൊണ്ടേ ഇരുന്നു.ഞാന് നേരെ ജെന്റ്സ് ടോയ്ലെറ്റിലേക്ക് നടന്നു, അല്ല ചെറുതായി ഓടി.ജെന്റ്സ് ടോയ്ലെറ്റ് എന്ന ബോര്ഡിനടിയില് ഒരു വാതില്.അകത്തേക്കാണോ പുറത്തേക്കാണോ തുറക്കല് എന്നറിയാതെ ഞാന് കുറേ നേരം അത് ഉന്തിയും അതിലേറെ നേരം വലിച്ചും നോക്കി.പക്ഷേ വാതില് ‘ഓപണ് നോട്ട് സിസേം’ ആയി നിലകൊണ്ടു.എന്റെ സകല മാനവും കെടുത്തി ഓപണ് ഗ്രൌണ്ടില് ഇപ്പോള് ‘ഡൌണ്ലോഡ്‘ നടക്കും എന്ന അവസ്ഥയില് ഞാന് നില്ക്കേ, എന്നെപ്പോലെ അതാ ഓടി വരുന്നു സതീശന് മാഷ്!എന്റെ അടുത്തെത്തിയതും പുള്ളി കാല് വഴുതിയതും ഒരുമിച്ചായിരുന്നു.വീഴ്ചക്കിടയില് ടോയ്ലെറ്റിന്റെ വാതിലില് സതീശന് മാഷുടെ കൈ ഒന്ന് തട്ടി.അത്ഭുതം!വാതില് ഒരു സൈഡിലേക്ക് നീങ്ങി.അപ്പോഴാണ് അത് സ്ലൈഡിംഗ് ഡോര് ആയിരുന്നു എന്ന വിവരം ഞാന് മനസ്സിലാക്കിയത്.ഇനി ഒരു നിമിഷം കാത്തു നില്ക്കാന് സമയമില്ലാത്തതിനാല് വീണ് കിടക്കുന്ന സതീശന് മാഷുടെ മുകളിലൂടെ ചാടി, ടൊയ്ലെറ്റില് കയറി വാതിലടച്ച് ഞാന് ഗാനമേള തുടങ്ങി.

ഈ വീര സാഹസിക പരാക്രമങ്ങള്ക്ക് ശേഷം വയറിന്റെ ഇടക്കാലാശ്വാസത്തിനായി ഞാനും അബൂബക്കര് മാഷും കൂടി കപ്പലിലെ കാന്റീനില് പോയി.
“രണ്ട് കട്ടന് ചായയും പരിപ്പ് വടയും” നാട്ടിലെ മക്കാനീയിലെന്നപോലെ, സീറ്റിലിരുന്ന ഉടനെ അബൂബക്കര് മാഷ് ഓര്ഡര് ചെയ്തു.അത് കേട്ടിട്ടേ ഇല്ല എന്ന ഭാവത്തില് കാന്റീന് ജീവനക്കാര് എന്തോ അന്താഅടുക്കള കാര്യം ചര്ച്ച ചെയ്തുകൊണ്ടിരുന്നു.

“ആബിദ് സാറേ , കപ്പല് കേരളാതിര്ത്തി വിട്ടു എന്ന് തോന്നുന്നു..” അബൂബക്കര് മാഷ് പറഞ്ഞു.

“അതെന്താ കൊച്ചിയുടെ മണം കിട്ടാതായോ ,അങ്ങനെ തോന്നാന്?” എനിക്ക് സംശയമായി.

“അല്ല...മലയാളം പറഞ്ഞിട്ട് ഇവര്ക്ക് മനസ്സിലാകുന്നില്ല...”

“എങ്കില് ഒന്ന് ഇംഗ്ലീഷില് പറഞ്ഞു നോക്കൂ...”

“അരെ ഭായ്...റ്റു കാറ്റന് റ്റീ ആന്റ് ആന്റ് ആന്റ് ആന്റ് ആന്റ്..” പരിപ്പ് വടക്ക് ഇംഗ്ലീഷ് കിട്ടാതെ അബൂബക്കര് മാഷ് ഇംഗ്ലീഷ് മീഡിയം സ്കൂളില് ആദ്യത്തെ ക്ലാസ്സെടുക്കുന്ന ടീച്ചറെപ്പോലെ പരുങ്ങിയപ്പോള് എനിക്ക് ചിരിക്കാതിരിക്കാന് കഴിഞ്ഞില്ല.

ലക്ഷദ്വീപ് വികസനം: സുപ്രീം കോടതി സമിതിയെ നിയമിച്ചു

പരിസ്ഥിതിക്കും ദ്വീപുവാസികള്ക്കും ദോഷകരമല്ലാത്ത രീതിയില് ലക്ഷദ്വീപിന്റെ സുസ്ഥിര വികസനം സാധ്യമാക്കാനുള്ള മാര്ഗങ്ങള് നിര്ദ്ദേശിക്കുന്നതിനും തീരദേശ നിയന്ത്രണ മേഖലാ ചട്ടങ്ങള് ലംഘിക്കപ്പെട്ടോയെന്നു പരിശോധിക്കുന്നതിനും സമിതിയെ നിയോഗിക്കാന് സുപ്രീം കോടതി ഉത്തരവിട്ടു. സുപ്രീം കോടതി മുന് ജഡ്ജി ആര്.വി. രവീന്ദ്രന് അധ്യക്ഷനായ സമിതിയില് ഡോ. എം. ബാബ, ബി.ആര്. സുബ്രഹ്മണ്യം, പ്രഫ. എം.എം. കമ്മത്ത്, പ്രഫ. ഇ.എഫ്.എന്. റിബെയ്റോ, ലക്ഷദ്വീപ് അഡ്മിനിസ്ട്രേഷനിലെ ശാസ്ത്ര സാങ്കേതിക ഡയറ്കടര് എന്നിവര് അംഗങ്ങളായിരിക്കും. വിനോദ സഞ്ചാരികള്ക്ക് പെര്മിറ്റ് നല്കുന്നതില് ക്രമക്കേടുണ്ടോയെന്നും റിസോര്ട്ടുകള്ക്കും ഹോം സ്റ്റേകള്ക്കും അനുമതി നല്കുന്നതില് ഉദ്യോഗസ്ഥര് അഴിമതി കാട്ടിയോയെന്നും സമിതിക്ക് അന്വേഷിക്കാമെന്നും കോടതി വ്യക്തമാക്കി. രണ്ടു മാസത്തിനകം സമിതി പ്രാഥമിക റിപ്പോര്ട്ട് നല്കണം. അതിനുശേഷം കേസ് വീണ്ടും പരിഗണിക്കും

Lakshadweep Resorts comes under Supreme Court Scrutiny

Allegations of violation of Coastal regulation Zone (CRZ) by resorts in Lakshadweep looked into by a high profiled five member committee, the Supreme Court has ordered.

Reversing a judgment by the Kerala High Court, division bench of Justice TS Thakur and Justice Gyan Sudha Misra appointed a committee that includes former Supreme Court  judge RV Raveendran as Chairma of the committee and four technical members to study the functioning of resorts in Lakshadweep and alleged violation of CRZ.

Home Minister's Advisory Committee (HMAC) meeting held at New Delhi

Home Minister's Advisory Committee (HMAC) meeting held under the chairmanship of Shri P.Chidambaram, Honourable Home Minister, Govt. of India on 23.04.2012 at New Delhi. Shri.Hamdullah Sayeed, Honourable Member of Parliament, Administrator Shri Amarnath, Shri Jaludheen Koya, President cum Chief Councilor, Shri Ponnikkam Shaik Koya President LTCC and DP Memebr, Shri Muthukoya, VPCC, Shri Abdul Hayath DP Member, Smt. Umaiban DP Member, Smt Kadeejomma, DP member, Shri VM Shamsudheen, Smt Sunidha Ismail were attended the meeting. In addition various ministries officials and UT Administration officials also attended the meeting.  The discussion with Home Minister was very fruitful and great boon for in the development of Lakshadweep.  The follwing issues were discussed in the meeting.

1)Construction of Airport at Androth island

2) Androth island to be declared as transport hub for storage of ration commodities

3) Release of sufficient fund to MNREGA

4) Construction of Eastern Side Jetty in remaining islands

5) Compensatory Pay to Fire Force personnel's at par with Police Personnel

6)Converting IRBn to State Armed Force

7) Request the Home Ministry to enhance the upper age limit prescribed for Group B and C posts for direct recruitment under Lakshadweep Administration to 18-35 years in normal case and further 5 years to be given to the Scheduled Tribe candidates belonging to Lakshadweep

8) Effective measures may be taken for:

     i) Sea Shore belt protection adopting promising mangrove/littoral vegetation

    ii) Control of mealibugs and scale insects in coconut and intercrop fields.

9) The administration extend permission to innovative tourism projects like Home Packages, Hut Operations etc in private sector

10) Local islanders may be allowed to visit all islands in the Territorry without showing any ID Cards

11) Compensatory allowance to Fishermen during lapse/lean period of catch

12)Increse in land compensation rate

13) The area of 12 Km south of Minicoy to 12 Km North of chetlat be decared as Territorrial waters of Lakshadweep

14)Removal of wrecked barge at Kavaratti

15) Shifting LDCL Shipping Corporation wing from Kochi to Androth island

16) Advance action to chalk out the programme of Ships and Barges in future

17) Protection from sea erosion at Anachal and Sandi Beach area at Kavaratti

18) Enhancing salaries of Lakshadweep Police personnels working at Agatti Airport par with CISF personnel salary

19) Upgradation of PHC to CHC at Kadmath

20) Development of Valiyapani and Cheriyapani reefs and aid to fishermen to construct Tuna Fish (Mass) processing platform. Arranging drinking water and oil during fihing season etc

21)Upgradtion of CHC at Androth

22) Construction of 3rd phase of Break Water at Androth

23) Creation of permanent post of teachers.

Bids farewell to President, Lakshadweep Employees Parishad (LEP) Central Committee

Kavaratti: The Central Executive Committee of Lakshadweep Employees Parishad organized a grand farewell function at Northern Brothers Club, Kavaratti today in honour of Shri KN Kasmikoya, President, LEP Central Committee. Shri. KN Kasmikoya has been promoted and posted as Sub Divisional Officer, Kadmath Island.

Shri MI Koya, Former President LEP, Shri E.Alikoya, Vice President, Shri P.P.Mohammed Sayeed , Vice President, Shri TK Mullakoya, Member, Central Executive Committee, Shri V Fathahulla Member, Central Executive Committee spoke on the occasion. They recalled duties made as a President, LEP with sense of dedication and commitment in the short span of one year in presidenship.

Shri. KN Kasmikoya, President, LEP in his speech said that he had the honour receiving the farewell party and tried his level best to make unity in the largest service organization of Lakshadweep.  He requested the members to work for the welfare of the people and betterment of the organization.

All wished him a peaceful, healthy and prosperous service as Sub Divisional Officer at Kadmath.

Kavaratti: SSLC Results 2012 will be declared today April 26,2012 at 11.30 AM by the Kerala Education Minister Shri P.K.Abdurub. 

New Naval base to set up in Lakshadweep

Kavaratti: The Indian Navy, which is gradually building up capabilities across the island territories to meet the new world order, is all set to open its full-fledged shore unit at the Lakshadweep islands. The new operations base, INS Dweeprakshak, in Kavaratti island would be launched by the end of this month.

INS Dweeprakshak which would be under the Southern Naval Command (SNC) in Kochi, would be the second operations base of the Indian Navy in an island territory, after the one based in Andaman and Nicobar Islands in the Bay of Bengal.The new base is expected to be inaugurated on April 30.Once fully operational, INS Dweeprakshak will have new aircraft, warships and helicopters operating from there along with other operational capabilities. Last year, Indian forces had thwarted a couple of pirate attacks near the Lakshadweep and Minicoy islands.

The Defence Minister had recently pointed out the need for securing the country’s island territories. The Centre has made special allocation for improving island security. The Ministry of Defence(MoD) is also setting up a chain of radar stations across the coastal boundaries of India for better surveillance. Lakshadweep islands will have four radar stations.
